NYC ENERGY CONSERVATION CODES
As of July 2010, NYC has replaced the previously used New York State Energy Code with the more stringent NYC Energy Conservation Code. While the technical standards have not changed, the types of buildings that are required to comply has. This will mean that the NYCECC will require more projects to comply with energy efficiency standards.
Here are some of the key points of the new code to keep in mind for your upcoming projects:
- The 50% rule (if you were renovating less than 50% of the building, new modifications didn’t have to comply with code) no longer applies. All new modifications now need to comply with NYC ECC.
- The statement of energy compliance needs to be on all drawings filed with DOB (commonly known as COMCheck and RESCheck)
- Under new Local Law 87, beginning in 2013, all buildings over 50,000 square feet will require Energy Efficiency Reports (EER’s) every 10 years.

NYC SWITCH: SPECIAL INSPECTIONS TO CONTROLLED INSPECTIONS
The New York City Buildings Department’s switch from Controlled Inspections to Special Inspections for all construction projects has created a good deal of confusion about the new codes.

Add this to our project together – since we’re already on the job, hiring us to perform the Special Inspections will reduce costs significantly. Our experienced staff is approved by the Buildings Department and will target issues early in the construction process that may fail the inspections.

WHAT IS COMMISSIONING?
Commissioning is a thorough and comprehensive testing of a system’s performance. An agent simulates various operating conditions, and, along with the contractor, determines if the system is responding properly. Typically the commissioning contractor is the same contractor who installed the work, and the commissioning agent is an engineer who designed the project or was involved with the design process. Any discrepancies are noted, diagnosed, and resolved during the commissioning. Once complete, the system is turned over to the owner in perfect working condition.
